Sounds to me like the police were generally harassing the drivers in this Hasidic area. Specifically the police were arresting a driver using a cell phone. Presumabley the Hasids were easy marks for tickets, perhaps, therefore the protest and fires. Maybe the behavior was over the top but a statement was made which let us hope made an impression on those in power and control of the police in that area.
